Regional development in Brazil: an analysis of the PNDR in light of Wilson Cano’s thinking

Abstract

The concept of development is broad and refers to different theoretical approaches. This article conducts a comparative analysis between the National Regional Development Policy (PNDR) and the theoretical concepts of Wilson Cano. The methodological design adopted here is exploratory, qualitative, and documentary. The documentary study reveals that regional development takes on an economic and social bias, with a predominant emphasis on economic issues, while the environmental variable is considered in a timid manner, both in the discussions of the author consulted and in the PNDR itself. The results contained in the article also indicate that regional development is understood as a process that is not isolated, but integrated between regions. To be more efficient, however, regional development needs to make use of greater integration between sectoral policy principles and strategies that strengthen this process within the regions.
