Overview of public consortia for urban solid waste management in Brazil

Abstract

One of the most efficient ways to manage municipal solid waste (MSW) is through the establishment of intermunicipal public consortia, as they minimise investment costs, consolidate planning and management processes, and adopt technologies for collection, treatment, and final disposal, thereby improving management services. However, there is little information on the number and location of consortia effectively established in Brazil. This article aims to present an overview of regionalised and consortium-based MSW management in Brazil, based on a search and cross-referencing of information in digital databases available on the websites of the consortia themselves and the municipalities where their headquarters are located. In addition, news published in digital media was researched. A total of 258 public consortia were identified, located mainly in the Southeast, Northeast and South regions, most of which were formed by municipalities with up to 50,000 inhabitants. The results can support the development of public policies in the area of regional and environmental planning, as well as spark debate on the formation of public consortia for MSW management.
