The capture of voluntary transfers in the Agreste Metropolitan Region

Abstract

Brazilian fiscal federalism limits the autonomy of municipalities, making them dependent on intergovernmental funds. Voluntary transfers can increase municipal budgets. This article analysed, from 2013 to 2023, the share of these transfers in the budgets of the Agreste Metropolitan Region (RMA) in Alagoas and the stability in the capture of these funds by municipalities in the region, characterised by low economic dynamism and limited autonomy. Quantitative, descriptive and documentary research highlighted the relevance of voluntary transfers in increasing municipal revenues. However, most municipalities showed low stability in raising these funds. Municipalities considered more developed obtained better results in terms of volume and stability, which suggests the need for greater training and structuring of municipal management in the RMA to improve the raising of these funds and increase efficiency in the execution of transfers.
