A critique on interpretations of the regional planning experience in Santa Catarina

Abstract

This article presents a critical analysis of political and administrative decentralisation in Santa Catarina between 2003 and 2016, based on the book Regional Planning in Santa Catarina, edited by Ivo Marcos Theis. Using a literature review, document and content analysis, combined with an interpretative-critical approach, it questions the way in which the concept of social participation is employed by critics of decentralisation. The study shows that the abstract ideal types used in the book’s analyses limit the understanding of the concrete historical process of decentralisation in Santa Catarina, disregarding relevant aspects of local political anthropology and micro-regional experiences. It concludes that, although political and administrative decentralisation has indeed had its shortcomings, it is considered that it has also promoted civic involvement, social engagement and democratic advances, which have been neglected in the criticisms contained in the mentioned work.
