Abstract

The Brazilian semi-arid region has natural characteristics such as the predominance of a semi-arid, hot and dry climate, which is why it has been considered a region of backwardness. These attributions have taken into account its social and environmental framework, marked by droughts, especially since its effective occupation in the 18th century. Between the 19th and 21st centuries, both the Northeast and the semi-arid were the targets of developmentalist public policies whose main objective was economic and social development. These policies always included water resources, as water scarcity was seen as a limiting factor for regional development. The aim of this article is to analyse how these public policies, implemented in Brazil’s Northeast and semi-arid regions, have addressed the use of water resources in the face of droughts and dry spells as a way of boosting regional development. The research that gave rise to this article used a qualitative/exploratory approach, emphasising bibliographical research as a research technique. The results show that various public development policies have considered the use of water resources as a means of boosting economic activities in the Northeast and the semi-arid.
