Abstract

This article deals with the implementation of public policies for the Brazilian semi-arid region in the face of the absence of a consolidated national regional development project in the country. The study aims to analyse the implementation of public policies for the semi-arid region as regional development policies. To this end, it initially examines the design of the implementation of the PNDR – National Regional Development Policy – in Brazil and then the specific policies to promote the semi-arid region, a place of resistance where social life takes place, based on results that range from measures to tackle the scarcity of water supply and the provision of infrastructure to measures to meet social demands and support family farming. The methodology used was bibliographical research and documentary research. The results show that, in general, there has been an asymmetrical and unfinished construction of regional development in Brazil; and that the implementation of the PNDR has contributed to the development of public policies for the semi-arid region, although the main initiatives have come from the mobilisation of the population that inhabits the territory, which insists on challenging the arid coexistence of the place.
