Abstract

This article brigs to the discussion a theme that is revealed even more relevant although it is polemic and with epistemological traces that are not precise in the Juridic Science and Ethics fields. On admitting the existence of solidarity rights, it questions who are the active and passive subjects in such dialectical relation, first between needs and rights and then between them and the rights that can guarantee them. In order to go in this discussion the following categories are taken into account in the text: needs, rights, duties, fraternity, solidarity, ethics and Law Policy. Key words: Juridic Science.
